Security Overview for United Arab Emirates
The United Arab Emirates (UAE) is a modern, oil-rich union of emirates. Relatively, the UAE is politically calm and socially tolerant. Crime rates are low in all the emirates; the UAE has the world's 10th-largest per capita police force. Individuals observing common-sense precautions are unlikely to be affected by criminals.
While women are subject to harassment, it is a less-serious problem than in most Islamic countries. UAE authorities do not tolerate harassment of women; report any incidents immediately. Harassment rates are lowest in Dubai, the most modern emirate.
The UAE has a female-operated taxi service available to those who wish to reduce exposure to men; the service is an ideal choice for nighttime travel. Women should dress conservatively, avoid confrontations with men and avoid traveling alone.
Travel by public transportation is generally safe, but use of public transportation will increase the possibility of falling victim to petty crimes.
Incidents of civil unrest are uncommon in the UAE. Protests are often related to external developments, such as the Israel-Palestinian conflict. Protests are generally peaceful, organized and cause few disruptions.
The UAE was used by Al-Qaeda as an administrative base and has been the source of individual terrorist financiers, but no known active terrorist groups are now in the country. However, jihadists have called for attacks on the UAE, and the possibility of a future attack cannot be ruled out.
The risk of kidnapping in the UAE is very low.
